TIF Districts
What is a TIF District?
A Tax Increment Financing (TIF) District is a tool used by cities to help fund improvements in neighborhoods that need revitalization.
Here’s how it works:
When a TIF district is created, a redevelopment trust fund is also set up. As the area improves over time, property values go up. That increase in value results in higher property tax revenue. Instead of sending that extra revenue to the general city budget, 95% of it is deposited into the trust fund and reinvested right back into the same area.
This extra revenue—called the "tax increment"—is then used to fund local improvement projects like:
- Road and sidewalk upgrades
- Parks and green spaces
- Building renovations
- Streetscape enhancements
- Public infrastructure improvements
All projects must align with the district’s adopted redevelopment plan, which is based on community input and long-term goals for growth.

Community Redevelopment Areas
In the Greater Pensacola Inner City Community Redevelopment Area, there are three active TIF districts:
Urban Core TIF District

Why TIF Districts Matter
Before any TIF district can be created in Florida, the City must conduct a formal study to determine whether conditions of slum or blight exist. These studies justify the need for targeted reinvestment and lay the foundation for the district's redevelopment plan.
Thanks to these TIF districts, Pensacola can focus on long-term improvements in areas that need them most—while ensuring that growth benefits the residents and businesses within each neighborhood.
